Scholarships for the Master of Science Course


• UNIJUÍ Master’s Scholarships: are granted in quotas defined annually. Partial scholarships are granted, of 50% of the monthly fee, in addition to full scholarships. In order to win the scholarship, it is necessary to obey a ranking order of the students in the selection process established by the Program and not have an employment relationship with UNIJUÍ. In addition, you must have at least two shifts a week to dedicate yourself to the activities of the Program when you benefit from a partial scholarship, and four shifts a week when you benefit from a full scholarship. Since the discussions on regional development are essentially multifaceted and multidisciplinary, they are also the object of study of the social sciences, particularly the sociology. This area of knowledge also approaches the theme from different theoretical and empirical angles. In this sense the following themes are here highlighted: Regional Cultures and Development Inequalities; capacities approach and the role of Women's Agency; inter- and intra-regional migratory movements; multiple forms of inequality and their entanglements. Additionally it aim to analyze "successful" spatial arrangements, particularly the Scandinavian social welfare model and some of the obstacles to full Brazilian development.

This course addresses the conceptual evolution of planning and the concept of the region and its application in planning. It deals with the theoretical aspects of planning, development, and territory, and the methods and techniques of regional and territorial planning. It studies the foundations of situational and democratic strategic planning and the scales, the technical dimension, and the political dimension of planning, decision levels, and types of planning. It also discusses the historical trajectory and recent experiences of regional planning in Brazil, the interinstitutional relations in the planning processes, the reemergence of regional studies in Brazil, and the challenges of implementing the national policy of regional and territorial development in Brazil, and state policies of regional development.

It addresses the challenges and dilemmas of representative democracy and the potentialities and limits of participatory democracy in the world and in Brazil. It develops debates around concepts, the cycle and the process of public policies, aiming to construct an analytical frame of reference for the study of public policies, discussing issues related to the constitution of the agenda, to the decision-making process, to the formulation and implementation of policies, and to the evaluation process. Public policy theories are presented, highlighting paradigm shifts and the debate between different theoretical approaches. It deals with the relationship between institutions and political actors, and the effects of the institutional structure on policy formation. It discusses theoretical concepts on governance arrangements, networks of public policies, and social participation in the process of territorial development. The objective is to discuss contemporary conceptions of democracy, considering its limits and possibilities, and the relations between capitalist society and the modern state. It approaches the field of studies of public policies and Public Administration, it compares different institutional arrangements in terms of representativeness, governance and democratic accountability, it addresses the analysis of social policies focusing on the reasons and forms of the execution of social programs through the governments and the State. Thus it deals with the public policy process with emphasis on issues such as federalism, new institutional arrangements, vertical and horizontal intergovernmental relations, and articulation, decentralization, and recentralization, regulation, and coordination, the role of political agents, intersectoriality and alliances, and partnerships with society civil. With regard to arrangements and institutions of control over policies and public administration, it addresses their importance for the strengthening of democracy, and it discusses the limits and potentialities of deliberative democracy.

It addresses models of innovation strategies for the development of entrepreneurial skills and the maintenance of competitive advantages; processes of innovation and technological diffusion, their conditioning factors and effective mechanisms of implementation; the entrepreneurial culture, its promotion through education; market factors and environment that influence the nature of the entrepreneurial response.

It addresses the various objectives, interests, and models of organizational and business management in the context of the possibilities of governance in order to qualify the territory in question. It discusses the role, space and responsibility of governments, society, companies, universities, and other public, private or third sector institutions, as well as the use of human, social, economic, and natural resources in regional development processes. It seeks to develop debates and propose models for territorial governance as a management policy and strategy for the optimization of interactions between stakeholders that support both the role and value of organizations, and the meaning and importance of territories in the context of globalization. It deals with aspects related to the structuring and operationalization of governance systems in the territory in the context of social and organizational interests. Its objective is to approach, discuss and deepen the understanding of several aspects related to territorial governance involving the most diverse actors, objectives, and interests given in the same arena and in the construction of a regional agenda. It seeks to understand ways of developing and implementing methodologies and structures of organizational management and territorial governance as a vector for the development of society, organizations, and the region.

3. Oriented Activities

They support the guidance of the counselor in study sessions, academic activities, and directed research, as well as in the project qualification and final thesis advocacy groups. 4. Thematic Seminars

They happen during the course (1st to 8th semester). They are given mainly by invited teachers and offered during the course. These seminars also carry out an exchange function with other institutions and the credits are allocated according to their programming. In cases of doctoral or equivalent academic activity carried out in a Brazilian or foreign university, through an exchange agreement with the Graduate Program in Regional Development, the student may request the use of these activities as Thematic Seminars.

Within a period of 24 months, and previous to the Thesis Defense Banking, the doctoral candidate must  have passed a foreign language proficiency examination carried out by the Department of UNIJUÍ responsible for the area of letters, or by an external institution officially accredited for this purpose by the Official bodies of promotion to Graduate Courses in the Country.


The proficiency exam for the Master's Course must happen in one of the following foreign languages: English, Spanish, French, Italian or German.

History and Proposal of the Program


Activities of Graduate Program in Development began in 2002. Its evaluation 2010-2012 attests the strength and quality of the program and places it among the best Master programs in Brazil in its field of knowledge.

The Masters and Doctorate (this since 2016) courses in Regional Development aim at qualifying researchers and professionals capable of understanding and critically interfering in social processes and challenges of regional development, having interdisciplinarity as a methodological reference and developing socially constructed areas as a research theme.


Target Audience

Target audiences are Graduates in Higher Education (for the Master's degree) and Masters of Science (for the Doctoral degree) graduated in Humanities and Social Sciences  -- Administration, Economics, Accounting, Agrarian and Political Science, Law, Psychology, Communication , Informatics, Social Service, Architecture, History, Geography, Sociology or other courses ‑- and areas that have some relation to socioeconomic development.

Research line: Public Policies and Social Management

It covers a set of topics related to the study of conceptions of State and society and the planning, management and analysis of public policies. It addresses the themes of governance, intra- and intergovernmental relations, political-administrative decentralization, and the organizational architecture of the State apparatus in its different spheres and powers, giving emphasis to new institutional arrangements in the management of public services, and to issues of local power as well as urban and regional planning. It discusses also the territorial governance and social management of development, stressing the systems and networks of participation and social control in a perspective of deliberative democracy.


Research line: Territorial Development and Management of Production Systems

It covers themes related to the study of interactions between global processes and trends, and local and regional development dynamics; the characteristics of the existing production systems, their market dynamics, their internal and external economic relations and their articulation in production chains or local production arrangements; potentiality, viability and sustainability of the different Production Systems, as well as their economic, social and environmental impacts on local and regional development. Analysis and interpretation of reality, elaboration of strategies and planning of intervention actions in the processes of territorial development, environmental management and production systems.
